we need the boards urgently and we are trying to save time wherever we can. Why do we have to order everything (PCB fabrication, PCBA and parts)together?

JLCPCB suggests customers selected all the parts needed when placing the assembly order. If some are not selected for some reason but they should be assembled, you can contact Support to check if they can be manually added. It belongs to secondary processing, which normally we do not recommend because it will be much easier to cause some error.
