The JLCPCB capabilities page says the preferred minimum via hole size is 0.2mm, and the via diameter should be 0.15mm larger preferred, so the preferred minimum via size is 0.35mm.
This implies the minimum via annular ring size is 0.075mm.
However in the page it mentions the annular ring size is minimum 0.13mm.
Which is correct? Is a 0.35mm/0.2mm via safe to use? When does the 0.130mm annular ring size restriction apply?

They refer to via hole and plated through hole differently.
The minimum annual ring of 0.13mm refer to plated through hole which is used for plated through hole component soldering.
so please refer to the function differently.
